Requirements:
Master’s degree in finance At least 10 years’ of relevant professional experience Hands-on experience with developing cost pricing calculations for food and feed laboratories Regional experience in budget preparations for analytical laboratories Strong background in finance of analytical laboratories or equivalent private sector operated facilities Experience in the development of PPP’s in the food laboratory industry Experience working in LAO PDR preferred Experience working with ADB preferred Experience working in ASEAN countries (Lao PDR, Vietnam, Cambodia) considered an advantage Proficiency in Microsoft Office software (Word, Outlook, PowerPoint) Advanced proficiency in Excel preferred Strong written and verbal communication skills Effective public speaking ability Ability to communicate complex issues verbally and in writing Fluent in English (written and spoken) Thai or Lao language skills preferred
Responsibilities:
Identify current cost price calculation methods for laboratories. Conduct a workshop on cost pricing calculation for food and feed analysis laboratories. Define objectives for cost pricing calculations. Introduce various costing types (full absorption, process, order, ABC, variable). Introduce the WHO laboratory test costing tool. Conclude the most suitable costing type for laboratories in Lao PDR. Discuss an implementation plan for cost price calculations. Follow up with laboratories on progress. Organize a workshop on cost pricing requirements. Seek approval from the Ministry of Finance for cost prices. Present an analysis of food control laboratories based on international best practices. Present an analysis on regulatory, technical, economic, financial, and market aspects. Provide policy and technical recommendations for PPP implementation. Develop a roadmap for PPP for essential public laboratories. Conduct a workshop on findings. Support the government in calls for expressions of interest for privatization.
