Requirements
- 6-9 years of business development experience
- Demonstrated experience in the GovCon IT industry
- Proven experience with government proposals, procurements, and contracting
- Knowledge of government contracting terminology, acronyms, NAICS codes, and the FAR
- Professional writing, editing, and communication skills in English
- Ability to professionally represent the company at industry and networking events
- Fluency or growth mindset with Claude, Codex, and relevant AI tools
- Familiarity with Agile Software Development, Human Centered Design, or User Research
- Familiarity with DevSecOps, Technical Operations, Cloud Adoption, Cloud Migration, or Cloud Infrastructure
- Experience with state human services, labor, or workforce agencies
Responsibilities
- Perform full life-cycle capture of qualified opportunities including market shaping, strategic positioning, competitive analyses, client outreach, partner identification, and price to win strategies
- Construct compelling, competitive, and compliant winning proposals
- Identify and align past performance and qualifications to support initial technical solutions
- Engage engineers and subject matter experts to refine final technical solutions
- Build comprehensive account plans and detailed capture plans for targeted agencies
- Contribute to go/no go and bid/no bid decisions
- Participate in group activities including compliance checks, gap analyses, proposal writing, and color teams
