Requirements

  • 8+ years of progressive IT program and project management experience on federal government contracts.
  • Demonstrated experience serving as a deputy or workstream lead on large-scale federal IT transformation programs.
  • Deep knowledge of federal acquisition processes, contract management, and FAR/DFARS compliance requirements.
  • Experience managing multi-disciplinary delivery teams including developers, analysts, data engineers, and change management professionals.
  • Proven ability to manage client relationships at the senior government stakeholder level.
  • Strong understanding of Agile delivery methodologies and their application to large enterprise programs.
  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field required.
  • PMP certification or SAFe certification strongly preferred.
  • Experience with VA or federal health/financial management system implementations.
  • Familiarity with Appian BPM, Palantir data analytics, or comparable enterprise platforms.
  • Prior experience leading contract transition-in, knowledge transfer, or O&M sustainment workstreams.
  • Demonstrated success managing delivery in hybrid Agile-Waterfall program environments.
  • Prior experience managing SDLC processes in VA OIT-governed environments.

Responsibilities

  • Serve as acting Program Manager when the PM is unavailable, maintaining full client relationship continuity and escalation authority.
  • Directly lead a designated workstream (e.g., platform implementation, data migration, financial integration, or sustainment) with full responsibility for scope, schedule, and quality.
  • Develop and maintain workstream-level schedules, resource plans, and risk registers in alignment with the integrated program master schedule.
  • Coordinate daily cross-workstream standup meetings and facilitate issue resolution across the program team.
  • Review and approve key workstream deliverables prior to government submission, ensuring compliance with contractual acceptance criteria.
  • Manage subcontractor workstream contributions, reviewing deliverables and resolving performance issues in coordination with the PM.
  • Contribute to program governance artifacts including status reports, risk logs, and executive briefing materials.
  • Serve as a senior mentor and coach to workstream team leads, project managers, and other key personnel on the program.
  • Support proposal and contract modification activities as required, providing technical and programmatic input.
  • Facilitate continuous improvement reviews and incorporate lessons learned into updated delivery plans.
  • Maintain readiness to brief senior VA leadership on workstream status, risks, and mitigation strategies at any time.
