Requirements:
PhD or MA in a substantive area such as health economics, public health, public policy, or a related social science discipline with expertise in evaluation, health care reimbursement, Medicare, Medicaid, or another key health division program. A minimum of 10–15 years of leadership/management experience in the field of health policy. Successful experience serving as the Project Director of large-scale studies for CMS. A successful track record of securing funding via federal, state, or foundation contracts or grants. Demonstrated experience conducting applied research, evaluating policies and programs, and/or conducting evaluations or impact studies including randomized control trials, quasi-experimental studies, and field-based research projects. Demonstrated success leading large-scale initiatives with evidence of outcomes, ideally in high-need areas. Demonstrated track record in conceptualizing and writing proposals that have resulted in funding to build a body of work. Proven ability to manage large-scale research projects, lead teams, write reports, and publish and present findings. Demonstrated ability to develop rapport with and lead mission-driven teams with both internal (staff) members and external (subcontractor and consultant) members. Strategic thinker with the ability to structure complex initiatives and see the big picture. Strong project management and organizational skills, with experience overseeing multi-disciplinary teams. Excellent communication and stakeholder engagement skills. Collaborative leadership style with a commitment to mentoring and team development.
Responsibilities:
Contribute to vision for AIR’s future work, identify trends and market opportunities, and create a plan to grow new work with federal, state, and foundation clients. Lead and support project directors in conceptualizing research and evaluation studies and ensuring high-quality implementation. Create business development strategy for established and new growth areas, identify new opportunities, and coordinate pursuit plans. Lead and support pursuits of new opportunities, conceptualize bid strategy, contribute to proposal writing, and conduct technical reviews. Nurture relationships with potential partners and existing funders, and build new funder relationships. Monitor existing work with clients and funders to ensure capabilities are leveraged and to assess strengths and challenges. Monitor staff capacity to work on projects and new pursuits. Lead research studies and mentor staff as an advisor, Principal Investigator, or Project Director. Integrate effective project management and quality methods to manage complex projects, including budget, quality, client, and staff management. Communicate regularly with clients and internal team members to gather feedback, sustain project momentum, and respond to needs. Conduct quality reviews of project deliverables and support teams in communicating research plans and findings. Foster external visibility and contribute to AIR’s preeminence in health policy research through presentations, publications, and client visits. Foster an environment that values and respects diverse perspectives, abilities, backgrounds, and experiences.
