Master's degree in agrometeorology, climatology, agriculture and natural resource, or rural development. At least 15 years’ experience in projects related to agriculture and rural development. At least 10 years’ experience in climate change- related studies or assignments. Strong knowledge of ADB environmental and safeguard policies. Proven ability to effectively engage and collaborate with local communities, contractor, and government agencies. Excellent facilitation and communication skills. Familiar with the requirements of international development agencies in financial intermediary designed projects. Experience working in LAO PDR preferred. Experience working with ADB preferred. Experience working in ASEAN countries (particularly Lao PDR, Vietnam, and Cambodia) considered an advantage. Proficiency in using Microsoft Office software (Word, Outlook, PowerPoint). Advanced proficiency in Excel preferred. Strong written and verbal communication skills. Fluent in English (written and spoken). Thai or Lao language skills preferred.
