Long Term Consultant: International Specialist: Climate Change Adaptation Specialist - ADB LAO Sustainable Agrifood Systems Sector Project

Master's degree in agrometeorology, climatology, agriculture and natural resource, or rural development. At least 15 years’ experience in projects related to agriculture and rural development. At least 10 years’ experience in climate change- related studies or assignments. Strong knowledge of ADB environmental and safeguard policies. Proven ability to effectively engage and collaborate with local communities, contractor, and government agencies. Excellent facilitation and communication skills. Familiar with the requirements of international development agencies in financial intermediary designed projects. Experience working in LAO PDR preferred. Experience working with ADB preferred. Experience working in ASEAN countries (particularly Lao PDR, Vietnam, and Cambodia) considered an advantage. Proficiency in using Microsoft Office software (Word, Outlook, PowerPoint). Advanced proficiency in Excel preferred. Strong written and verbal communication skills. Fluent in English (written and spoken). Thai or Lao language skills preferred.

Provide technical inputs on climate resilience for project activities. Develop climate change profiles for project provinces and districts. Develop recommendations for climate change adaptation in mountainous areas of Lao PDR and neighboring countries. Develop and implement a strategy for integrating climate risk information into project decision-making. Develop and implement a strategy for coordinating with linked ADB climate change activities. Support project and consultants in establishing and promoting climate resilient production/commercialization techniques. Develop and use eligibility framework for assessing subprojects for climate-resilient designs. Provide technical inputs on the design of the baseline study and support MEL plan implementation. Produce project briefs documenting good practices and lessons learned.
