5+ years of high-impact, senior experience in payments, financial services, or fintech At least 3 years of executive-level management experience (CEO, Deputy CEO, Executive Director) in a formal, regulated financial entity Deep, practical command of Lithuanian and EU regulatory framework for PIs (PSD2, AML/CTF, BoL requirements) Must satisfy BoL's rigorous Fit and Proper criteria (impeccable professional standing, clear background checks) Master's degree in Finance, Economics, Law, or a relevant, analytical discipline Professional fluency in English and Lithuanian

Assure Bank of Lithuania (BoL) of full regulatory compliance (Law on Payment Institutions, PSD2, AML/CTF) Build and champion a robust internal control framework (risk management, compliance, audit) Drive localization, approval, and deployment of critical internal policies Maintain oversight for minimum required capital and sufficient own funds Submit mandatory statutory and supervisory reports to BoL accurately and on time Lead successful execution of the business plan Oversee financial performance, budget control, and forecasting Directly manage and control all critical operational functions Ensure strict adherence to safeguarding requirements for client funds Resource qualified and experienced personnel across key functions Champion a strong culture of compliance and risk awareness Facilitate seamless communication between Management Board, Administration Team, and Supervisory Function
