Requirements

  • 4–5 years of experience in a procurement, contracts, business development, or government acquisition role.
  • Demonstrated experience navigating public sector procurement mechanisms.
  • Working knowledge of cooperative purchasing vehicles (NASPO ValuePoint, NCPA, SEWP, or state-specific equivalents).
  • Understanding of state and local government technology procurement cycles, sole-source pathways, and acquisition constraints.
  • Strategic experience advising on procurement before formal solicitations open.
  • Proven ability to collaborate across business development, legal, finance, and contracts.
  • Analytical capability to perform landscape monitoring and competitive positioning.
  • Execution track record in taking vehicle establishment from identification through activation.
  • Ability to meet government contract requirements, including potential background checks or security clearances.

Responsibilities

  • Maintain and deepen relationships with cooperative purchasing vehicles, state procurement mechanisms, and contract holders.
  • Monitor vehicle utilization, identify underperforming contracts, and develop reactivation strategies.
  • Identify procurement gaps in priority states and execute a vehicle establishment roadmap.
  • Lead the operationalization of the NASPO ValuePoint agreement, including infrastructure and marketing efforts.
  • Provide per-territory acquisition pathway recommendations to inform territory capture plans.
  • Conduct competitive vehicle analysis to identify and close gaps preemptively.
  • Advise Capture Managers on procurement strategy for active pursuits.
