Requirements
- Bachelor’s degree in economics, finance, business, or a related field.
- 8+ years of experience in pricing, cost analysis, or related roles.
- Proven experience leading federal government cost proposals from pre-RFP planning through negotiations.
- Strong understanding of Federal Acquisition Regulation (FAR), DFARS, Cost Accounting Standards (CAS), DCAA, and DCMA guidance.
- Advanced Microsoft Excel skills, including experience developing complex pricing models.
- Experience with multiple contract types including FFP, CPFF, T&M, LH, and IDIQ.
- Ability to interpret complex solicitation requirements.
- Experience collaborating with cross-functional teams like Capture, Technical, Contracts, Finance, and HR.
- Strong analytical, organizational, and communication skills.
- Ability to manage multiple proposal efforts simultaneously under deadlines.
Responsibilities
- Lead pricing activities for assigned opportunities from capture planning through proposal submission.
- Develop competitive pricing strategies balancing customer requirements, risk, and profitability.
- Build and maintain complex pricing models and Excel-based financial tools.
- Analyze RFPs and RFQs to identify requirements and develop compliant cost proposals.
- Coordinate Basis of Estimate (BOE) development across technical, staffing, and contracts teams.
- Manage subcontractor pricing, including cost analysis and price reasonableness documentation.
- Conduct labor market research and historical pricing trend analysis.
- Prepare pricing strategies and financial analyses for leadership presentations.
- Support negotiations, pricing reviews, audits, and customer inquiries.
