Requirements
- Proven experience as a sales leader in the public sector or government contracting.
- Experience selling housing rehabilitation and new construction services (case management, outreach, damage assessments).
- Expertise in federal and state compliance capabilities for housing resilience programs.
- Ability to own complex pursuits and build trusted relationships with public sector clients.
- Strong discipline in pipeline governance, forecasting, and sales process compliance.
- Capacity to lead multidisciplinary teams across capture, proposal, and delivery functions.
- Ability to travel up to 50% of the time to client sites, conferences, and ICF offices.
Responsibilities
- Identify and oversee a pipeline of opportunities across geographies and service offerings.
- Drive early-stage, proactive opportunity identification and shaping.
- Provide strategic guidance on opportunity qualification, prioritization, and capture strategy.
- Develop strategic solutions for growing relationships with state and local government buyers.
- Build and sustain internal partnerships across capture, proposal, marketing, and delivery teams.
- Support client engagement, capture, and pursuit strategy, including value proposition and bid strategy.
- Reinforce consistent application of sales, capture, and pursuit methodologies.
