Requirements
- 10+ years of experience in licensing, exam management, or compliance operations at a fintech, bank, or regulated financial services provider.
- Direct experience managing multi-state licensing portfolios including consumer lending, loan brokering, or money transmitter licenses.
- Proven track record of leading regulatory exam cycles end-to-end with state regulators or bank partners.
- Deep knowledge of state licensing frameworks, NMLS processes, and the regulatory landscape.
- Experience building or significantly maturing a licensing or exam management function.
- Demonstrated ability to partner cross-functionally with Legal, Product, and Operations teams.
- Experience with compliance technology and automation, including licensing platforms or AI-enabled tools.
- Familiarity with fintech–bank partnership models and licensing implications of bank-sponsored programs.
- Experience building exam response libraries, regulatory contact trackers, or evidence automation systems.
- Bachelor's degree required; JD or advanced degree a plus.
- Strong communication skills for representing the company to regulators and internal leadership.
Responsibilities
- Own Flex's multi-state licensing strategy across servicing, brokering, and money transmitter licenses.
- Design and maintain a comprehensive license matrix mapping requirements to products and jurisdictions.
- Build scalable workflows for license applications and regulatory filings using management platforms.
- Architect the exam readiness framework and lead execution for state exams and bank partner audits.
- Build a repository of exam artifacts and response libraries to improve response quality.
- Develop pre-exam preparation programs including mock exams and stakeholder readiness sessions.
- Serve as a primary contact with state regulators and facilitate productive relationships.
- Define and execute a maturity roadmap to move the function from manual to automated and scalable.
- Implement AI-enabled workflows and automation for licensing and exam processes.
