Requirements
- 10+ years of experience in federal capture management within government contracting environments.
- Proven track record of winning large-scale federal contracts (typically $10M+) across DoD, NASA, or federal health agencies.
- Deep understanding of the federal acquisition lifecycle, including GWACs, IDIQs, and competitive procurement processes.
- Strong history of pre-RFP shaping, opportunity development, and long-cycle capture execution.
- Established relationships within federal program offices, contracting authorities, and industry partners.
- Demonstrated ability to develop and execute successful win strategies in highly competitive environments.
- Experience with pipeline tools such as GovWin, SAM.gov, or similar federal BD intelligence platforms is a plus.
- Strong strategic thinking paired with hands-on execution and results-driven delivery.
- Experience building capture frameworks, playbooks, or repeatable BD processes is highly desirable.
- Willingness to engage in-person with clients in key federal hubs such as DMV, Florida, or NASA-related regions.
Responsibilities
- Lead the full capture lifecycle from early opportunity identification through proposal handoff and final award strategy execution.
- Develop and execute win strategies including stakeholder mapping, competitive analysis, pricing insights, and differentiated solution positioning.
- Build and maintain senior-level relationships with federal stakeholders across DoD, NASA, HHS, and other civilian agencies to influence requirements pre-RFP.
- Identify, shape, and qualify pipeline opportunities using government forecasts, expiring contracts, and market intelligence tools.
- Design and lead Black Hat, Pink Team, and Blue Team reviews to refine win themes and strengthen competitive positioning.
- Build and negotiate teaming arrangements, partnerships, and joint ventures to strengthen bid competitiveness and workshare positioning.
- Support proposal development with strategic capture intelligence, ensuring alignment between solution design and win strategy.
- Collaborate closely with business development leadership to ensure pipeline alignment with organizational growth objectives.
