Requirements

  • Extensive experience managing RFPs, grants, or public sector procurement processes in complex, deadline-driven environments
  • Strong understanding of government funding structures, policy environments, and procurement cycles
  • Demonstrated ability to lead high-stakes, cross-functional submissions involving multiple stakeholders and competing priorities
  • Excellent written communication and proposal development skills, with the ability to craft clear and persuasive narratives
  • Strong project management capabilities with exceptional attention to detail and organizational discipline
  • Experience working in healthcare, behavioral health, public sector services, or mission-driven organizations preferred
  • Strategic thinker with strong execution skills and the ability to move seamlessly between planning and delivery
  • Collaborative, solutions-oriented approach with confidence operating in fast-moving, ambiguous environments

Responsibilities

  • Own end-to-end execution of government funding submissions, including RFPs, tenders, and grants, ensuring accuracy, compliance, and high-quality delivery under tight deadlines
  • Coordinate cross-functional input from Clinical, Legal, Finance, Product, and Operations teams to build complete and compelling proposals
  • Develop and refine proposal infrastructure, including templates, content libraries, workflows, and standardized response processes
  • Lead narrative development and positioning strategy to strengthen win themes and competitive differentiation in public sector bids
  • Track and analyze government funding opportunities, policy changes, and legislative developments to identify new revenue pathways
  • Support go/no-go decision-making and align funding opportunities with commercial and service delivery strategies
  • Oversee contracting readiness and transition from award to execution, ensuring smooth handoff to downstream teams
  • Drive continuous improvement through post-submission analysis, win/loss insights, and process optimization
