Requirements
- Bachelor’s degree in planning, biology, ecology, environmental science, environmental policy, natural resource management, or a related field.
- Minimum of 6+ years of professional experience in environmental permitting and regulatory compliance.
- Working knowledge of NEPA compliance in accordance with FRA guidelines.
- Experience navigating federal, state, and local environmental regulations.
- Demonstrated experience interfacing with regulatory agencies like USACE, USFWS, and State Historic Preservation Offices.
- Proficiency in interpreting site plans, topographic maps, and aerial photography.
- Proven capacity to lead staff and manage projects independently with a client-focused mindset.
- Strong project management skills including budget and timeline oversight.
- Excellent written and verbal communication skills.
- Ability to contribute to and work well within an interdisciplinary team environment.
Responsibilities
- Lead natural resource evaluations and permitting efforts including strategy development for complex projects.
- Develop required transportation NEPA documentation such as Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements.
- Liaise with agencies including FRA, DOT, FHWA, USACE, and USFWS to secure reviews and approvals.
- Coordinate fieldwork, reporting, and multidisciplinary project teams.
- Manage project budgets, invoicing, timelines, and deliverables.
- Engage with stakeholders, clients, and the public through meetings and outreach programs.
- Provide technical guidance to staff and integrate environmental considerations with engineering and planning teams.
