Minimum of 5 years of FTE experience applying analytical processes on IT projects within the last 10 years.
At least 3 years of experience in business systems analysis and design within the last 10 years.
Bachelor's degree or equivalent qualifying experience.
Valid Certified Business Analysis Professional (CBAP) certification or equivalent.
Minimum 2 years of experience supporting California Department of Technology (CDT) PAL Stage 2–4 projects.
Minimum 2 years of experience preparing documentation for CDT Stage Gate Reviews.
Minimum 1 year of experience with Accela Civic Platform or Accela licensing and enforcement modules.
Ability to provide client/user end reference contact information for qualifying projects.
Familiarity with licensing, compliance, and enforcement workflows preferred.
Strong vendor coordination skills in multi-vendor or System Integrator environments.
Experience with Agile and hybrid delivery models (Scrum, SAFe, Agile-Waterfall).

Define comprehensive functional and technical business requirements.
Conduct system impact and gap analyses of existing systems and recommend alternative solutions.
Collaborate with client programs to streamline business processes.
Manage and document requirements through the CDT PAL (Stages 2-4) process, ensuring compliance and stakeholder approval.
Create epics, features, user stories, and acceptance criteria.
Develop data conversion, migration plans, and project risk registers.
Conduct or participate in meetings including Scrum ceremonies and JAD sessions.
Review deliverables with internal and external stakeholders based on the engagement plan.
