Requirements:
Master’s qualification or tertiary qualification from a recognized institution majoring in civil engineering, preferably at M.Sc. level in irrigation engineering, water resources engineering, roads engineering or a related field. At least 10 years experience in irrigation or rural roads project design. Extensive experience collaborating with other specialists on agriculture, social, environment and marketing programs, as well as those involved in specialist engineering topics. Familiar with the requirements of international development agencies. Experience working in LAO PDR (preferred). Experience working with ADB preferred. Experience working in ASEAN countries (particularly in Lao PDR, Vietnam, and Cambodia) considered as an advantage. Proficiency in Microsoft Office software (Word, Outlook, PowerPoint). Advanced proficiency in Excel is preferred. Strong written and verbal communication skills, including public speaking. Fluent in English (written and spoken). Thai or Lao language skills (preferred).
Responsibilities:
Coordinate with government officials, agricultural production and agro-processing enterprises. Advise on technical aspects, scheme selection, water source location, and structures. Evaluate potential risks and integrate gender-responsive features and nature-based solutions. Work with hydrologist to determine crop water requirements and water balances. Prepare preliminary layouts for irrigation, drainage, and farm road facilities. Review concept stage drawings and DED prepared by national consultants. Coordinate with other team members on technical aspects of rural roads and irrigation. Monitor progress and work with consultants in the establishment of WUAs and village road maintenance units. Monitor project progress through subproject selection, design preparation, and construction supervision. Review Interim Payment Certificates (IPCs). Provide O&M reports. Provide technical aspects of progress reports and guidelines.
