Advise on scheme selection, water source location, structures, potential risks, and integration of gender-responsive features and nature-based solutions. Determine crop water requirements, water availability, and water balances considering climate risks. Prepare preliminary layouts for irrigation, drainage, and farm roads, and advise on irrigation delivery methods. Review concept stage drawings and DED prepared by national consultants and brief design consultants on required changes. Coordinate with technical team members and provincial consultants on rural roads and irrigation development plans, site surveys, designs, contract documents, and cost estimates. Monitor progress and work with consultants on establishing Water User Associations (WUAs) with active women participation and training for system maintenance. Monitor progress and work with consultants on establishing village road maintenance units. Monitor project progress through subproject selection, feasibility studies, DED, development plans, designs, construction supervision, and operations. Review Interim Payment Certificates (IPCs) prepared by national construction supervision firms. Provide an O&M report covering civil works and incorporating M&E and O&M guidelines. Provide technical aspects for progress reports and technical guidelines.
