Network Development Program Manager

Bachelor's degree required; advanced degree (e.g., MPH, MPA, MPP, JD) preferred. 3 - 5+ years of progressive experience in health policy analysis and network contract development. Demonstrated expertise in federal and state healthcare policy. Familiarity with managed care contracting, value-based payment models, and network development best practices. Project or program management experience. Proven ability to build relationships with diverse stakeholders. High emotional intelligence, adaptability, and a collaborative orientation.

Lead network design, expansion, and optimization for growth, quality, and financial goals. Manage end-to-end network application and contracting lifecycle. Establish and maintain internal policies for network management and compliance. Facilitate operational management of network contract activities. Collaborate with internal teams on network contract implementation. Monitor contractor/consultant performance for network projects. Monitor policy trends to inform network strategy. Review regulatory and market changes and provide impact summaries. Analyze, develop, and advocate for policy and network solutions. Draft policy briefs and research papers. Represent the organization in public forums on network and policy positions.
