Requirements

  • Minimum of 7 years of full contract and subcontract lifecycle management, negotiation, and proposal development experience.
  • In-depth knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience with complex contracting and negotiations including GWAC, IDIQs, CPFF, T&M, LH, and FFP award types.
  • Proficiency in Unanet ERP, MS Office (Excel, Word, PowerPoint), and SharePoint.
  • Familiarity with federal procurement systems like SAM.gov, FPDS, PIEE/WAWF, CPARS, and GSA systems.
  • Bachelor’s degree in business administration or related field (or 10 years of experience in lieu of degree).
  • Excellent organizational skills with the ability to prioritize multiple projects.
  • Strong interpersonal skills to build relationships with internal stakeholders and vendors.
  • Ability to work independently with minimal supervision.
  • Certified Contract Management Associate (CCMA) or equivalent is preferred.
  • Knowledge of Cost Accounting Standards (CAS) and Mentor-Protégé Joint Ventures is a plus.

Responsibilities

  • Review, negotiate, and manage prime contracts, subcontracts, NDAs, teaming agreements, and consultant agreements.
  • Oversee federal prime contracts including GSA Schedules and IDIQs from inception to closeout.
  • Proactively identify and mitigate contractual, performance, and compliance risks.
  • Collaborate with Finance & Accounting to verify contract values, funding, and billing requirements.
  • Develop and maintain contract administration SOPs, templates, and compliance controls.
  • Manage subcontractor vetting, onboarding, awards, renewals, and PO tracking in Unanet.
  • Support Business Development with data calls, proposal submissions, and RFP responses.
  • Ensure compliance with federal regulations including FAR and DFARS and handle CUI/sensitive materials.
