Requirements
- Minimum 5 years of full-time experience applying analytical processes on IT projects within the last 10 years.
- Minimum 3 years of experience in business systems analysis and design within the last 10 years.
- Minimum 2 years of experience supporting CDT PAL Stage 2–4 projects and large system implementations within the last 10 years.
- Minimum 2 years of experience preparing documentation for CDT Stage Gate Reviews within the last 10 years.
- Minimum 1 year of experience with Accela Civic Platform or Accela licensing and enforcement modules within the last 10 years.
- Bachelor’s degree or equivalent qualifying experience substitution.
- Valid Certified Business Analysis Professional (CBAP) certification from the IIBA or equivalent.
- Ability to provide client/user references for all listed project experience.
- Familiarity with licensing, compliance, and enforcement workflows (preferred).
- Experience with Agile and hybrid delivery models such as Scrum or SAFe (preferred).
- PMI Agile Certified Practitioner (PMI-ACP) or equivalent certification (preferred).
Responsibilities
- Define business, functional, and technical requirements.
- Conduct system impact and gap analyses of existing systems and recommend alternative solutions.
- Create stakeholder communication and engagement plans.
- Manage and maintain project documentation to meet requirements for all stages of the CDT PAL process.
- Obtain California Department of Technology (CDT) approval of documentation.
- Conduct or participate in meetings such as Scrum ceremonies and JAD sessions.
- Develop epics, features, User Stories, and Acceptance Criteria.
- Develop data conversion and migration plans and perform technical complexity assessments.
