Requirements
- Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or related technical field.
- Minimum of 8 years of hands-on experience in application development, including web-based applications, client-server solutions, and automation scripting.
- Experience developing software solutions using relational databases, SQL, and structured development methodologies.
- Proven ability to manage the full software development lifecycle (SDLC).
- Experience supporting federal agency IT programs, preferably within healthcare or regulated environments.
- Ability to obtain and maintain required public trust suitability.
- Strong understanding of formal Systems Development Methodologies (SDM) and federal IT project standards.
- Experience developing budget management applications or financial systems is preferred.
- Familiarity with Power Platform tools, SQL Server environments, or enterprise cloud environments is a plus.
- Exposure to artificial intelligence, machine learning, or robotic process automation is preferred.
- Knowledge of data governance, accessibility requirements, and federal security frameworks such as FISMA and NIST.
Responsibilities
- Design, develop, modify, and maintain web-based applications, client-server solutions, and operating system scripts to automate budget and program workflows.
- Develop and manage database solutions using relational database management systems (RDBMS) and SQL.
- Support the integration and implementation of commercial off-the-shelf (COTS) software solutions.
- Manage the complete software development lifecycle, from requirements analysis and coding to testing, deployment, and post-implementation support.
- Create test plans and execute validation activities to ensure functional and technical requirements are met.
- Research and evaluate emerging technologies including artificial intelligence, machine learning, and robotic process automation.
- Collaborate with stakeholders to troubleshoot issues and perform continuous system enhancements.
- Ensure compliance with federal IT standards, security requirements, and accessibility guidelines.
