Requirements
- Minimum of 5 years of experience in monitoring and evaluation within the Tech4Dev, global health, or international development sectors.
- Proven track record designing and managing comprehensive MEAL systems, including Theory of Change (ToC) models and M&E frameworks.
- Proficiency in outcome measurement methodologies, including survey methodologies and assessing administrative data quality.
- Experience commissioning evaluations and engaging with research and academic institutions.
- Experience managing field-based M&E teams and quality assuring data collection processes.
- Strong ability to conduct rigorous quantitative and qualitative data analysis on complex datasets.
- Excellent facilitation skills for training and workshop delivery in both face-to-face and online formats.
- Superb communication skills with the ability to translate complex statistical reports into clear insights for diverse stakeholders.
- Excellent multitasking habits and ability to manage deliverables across overlapping international projects.
- Deep understanding of the African digital health landscape is strongly preferred.
Responsibilities
- Design, roll out, and scale project-level MEAL systems.
- Lead the development and oversee the end-to-end execution of MEAL frameworks, including ToC, M&E plans, data collection, and reporting.
- Line manage, support, and mentor M&E Officers in Ghana and Ethiopia.
- Foster cross-functional collaboration with Data Scientists, Project Managers, and Product Managers.
- Conduct technical field visits to provide backstopping to local implementation teams.
- Develop robust methodology and research designs for internal and external evaluations.
- Design, test, and deploy data collection tools capturing both quantitative and qualitative insights.
- Conduct comprehensive analysis on complex datasets to extract actionable conclusions.
- Lead project-level learning reviews and manage the end-to-end process for external evaluations.
