Requirements
- 10-15 years of industry experience.
- At least 5 years in business development or capture management with proposal development experience.
- Successfully led and won contracts in the $1M+ to $100M range.
- Active US Top Secret security clearance, with ability to upgrade to TS/SCI.
- Strong network of contacts within the DoD and/or Intelligence Community.
- Experience leading Offensive Cyber Operations (OCO) or Computer Network Operations (CNO) programs.
- Working knowledge of the DoD Acquisition Process, RFP analysis, and various contract types.
- Proven ability to transform customer requirements into scoped solutions and proposals.
- Exceptional leadership and collaboration skills.
- Must be able to travel 25% of the time.
Responsibilities
- Manage and lead a comprehensive business development and capture portfolio, focusing on strategic opportunities within the Offensive Cyber domain.
- Develop and maintain Line of Business growth strategies and pipeline by engaging the customer marketplace.
- Identify, design, qualify, and lead strategic campaigns to secure new contracts or task orders.
- Serve as the primary customer and external stakeholder point of contact for capture efforts.
- Develop and implement capture strategy and tactics, including competitive assessments, teaming strategies, and price-to-win analysis.
- Lead overall content development for business development activities, including draft SOWs, ROMs, and cost proposal content.
- Collaborate with Program Managers and Technical Leads to create prototypes and demonstrations for pursuits.
- Coordinate and collaborate across the line of business with management, strategy, engineering, contracts, and finance teams.
