Requirements

  • 15+ years of experience in business development, sales, or leadership roles within government contracting, ideally in consulting or professional services environments.
  • 6+ years of people management experience and demonstrated leadership of high-performing teams.
  • Master’s degree in Public Health or a related field strongly preferred.
  • Proven track record of winning and managing state and local government contracts, including RFP leadership and negotiation.
  • Strong understanding of government procurement processes, compliance requirements, and public sector contracting frameworks.
  • Deep familiarity with public health systems, agencies, and sector trends is highly desirable.
  • Excellent strategic thinking, negotiation, and relationship-building skills with executive-level stakeholders.
  • Strong written and verbal communication skills with the ability to lead complex proposals and presentations.
  • Experience using CRM systems and government procurement platforms.
  • Ability to manage multiple high-priority initiatives in a fast-paced, deadline-driven environment.

Responsibilities

  • Develop and execute the overall business development strategy focused on securing government contracts across state and local public health agencies.
  • Identify, qualify, and pursue new opportunities, maintaining a strong pipeline of RFPs and strategic pursuits aligned with organizational growth goals.
  • Lead end-to-end proposal development, including RFP responses, compliance review, pricing strategy, and coordination with internal subject matter experts and partners.
  • Build and maintain long-term relationships with government stakeholders, decision-makers, and agency partners to support sustained business growth.
  • Oversee negotiation of contract terms, pricing structures, and renewals in collaboration with executive leadership.
  • Provide strategic guidance to internal teams on market trends, procurement landscapes, and competitive positioning.
  • Lead, mentor, and develop business development team members, fostering performance, accountability, and professional growth.
  • Ensure alignment and compliance across legal, finance, and delivery teams throughout the pursuit and post-award lifecycle.
