Requirements

  • Advanced degree in a STEM field or comparable technical depth.
  • Minimum of 15 years of relevant experience in the federal civilian R&D ecosystem.
  • Demonstrated experience with partnership development and R&D funding capture.
  • Knowledge of federal acquisition, contracting, and business development for emerging technologies.
  • Proven ability to navigate the programmatic and operational challenges of complex hardware/software technology development.
  • Ability to influence senior-level government officials and program stakeholders.
  • Excellent written and verbal communication skills for executive-level presentations.
  • Ability to thrive in a fast-paced, ambiguous environment.
  • Ability to travel.

Responsibilities

  • Develop and lead scientific and technical partnership strategy for the federal civilian R&D ecosystem (DOE, NSF, NASA, NIST, etc.).
  • Identify, shape, and support responses to strategic R&D funding opportunities and competitive award contracts.
  • Cultivate strategic relationships with senior federal program leaders and offices.
  • Build partnership programs with national laboratories and universities to drive quantum application adoption.
  • Collaborate cross-functionally with engineering, product, and public sector teams to convert R&D opportunities into actionable plans.
  • Define public science ecosystem strategy, including scientific messaging and engagement with consortia.
