Twelve (12) years' experience in cost proposal preparation or cost proposal development; 8 years with a Master's degree. Five (5) years in a management position preferred.

Requirements

  • Bachelor’s degree in an associated discipline (or 12 years of experience).
  • Twelve (12) years' experience in cost proposal preparation or development.
  • Extensive knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation (DFAR), and Cost Accounting Standards (CAS).
  • Advanced Excel and mathematical skills.
  • Understanding of contract cost and pricing principles.
  • Ability to review and write pricing narrative responses.
  • Working knowledge of U.S. Government structure and agency acquisition procedures.
  • Working knowledge of the components of basis of estimates and bills of materials.
  • Five (5) years in a management position preferred.
  • Experience in base operations support, range operations, Space Force, or NASA contracts.
  • Must be able to work extended hours, often with short notice.

Responsibilities

  • Oversee cost proposal development and pricing strategies for major and strategic proposals.
  • Ensure compliance with the estimating system manual and relevant corporate policies.
  • Manage daily work assignments, project schedules, and budgets for proposal objectives.
  • Develop and implement new business capture and proposal strategies.
  • Direct personnel and financial resources to achieve company strategic and tactical new business objectives.
  • Maintain relationships with Program/Project Managers and upper management to meet success objectives.
