Requirements
- 10 years of Texas public sector experience supporting state agencies.
- 10 years of experience supporting CPA application systems and CAPPS programs.
- 10 years of experience in IT security, control practices, and strategic roadmap planning.
- 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, SQL, PS Query, SQR, and Oracle 11+.
- 10 years of experience with CAPPS Central production and deployment technical support.
- 8 years of experience with IT service desk functions and ITIL framework.
- 5 years of experience in a security analyst role overseeing Managed Services providers.
- 5 years of experience with user role Segregation of Duties (SoD) in multi-tenant software.
- Ability to present and communicate at an executive level.
- Proficiency in interpreting contractual language and vendor management.
Responsibilities
- Oversee IAM workflows including account lifecycle management, provisioning, de-provisioning, and access reviews.
- Manage and enforce role-based access control (RBAC) and least privilege models.
- Design and remediate Segregation of Duties (SoD) rules within CAPPS applications.
- Monitor authentication, authorization, and privilege escalation logs.
- Oversee secure integration of third-party applications via SAML, OAuth, OIDC, SCIM, and APIs.
- Implement and maintain PathLock products including UAR, SSO, and Data Masking.
- Conduct WCAG 2.1 accessibility compliance reviews and remediation.
- Assist with contract management oversight, IT control audits, and SLA monitoring.
- Review technical deliverables related to system architecture and disaster recovery.
- Advise on procurement cycles, including drafting solicitations and evaluating proposals.
