Requirements

  • 10 years of Texas public sector experience supporting state agencies.
  • 10 years of experience supporting CPA application systems and CAPPS programs.
  • 10 years of experience in IT security, control practices, and strategic roadmap planning.
  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, SQL, PS Query, SQR, and Oracle 11+.
  • 10 years of experience with CAPPS Central production and deployment technical support.
  • 8 years of experience with IT service desk functions and ITIL framework.
  • 5 years of experience in a security analyst role overseeing Managed Services providers.
  • 5 years of experience with user role Segregation of Duties (SoD) in multi-tenant software.
  • Ability to present and communicate at an executive level.
  • Proficiency in interpreting contractual language and vendor management.

Responsibilities

  • Oversee IAM workflows including account lifecycle management, provisioning, de-provisioning, and access reviews.
  • Manage and enforce role-based access control (RBAC) and least privilege models.
  • Design and remediate Segregation of Duties (SoD) rules within CAPPS applications.
  • Monitor authentication, authorization, and privilege escalation logs.
  • Oversee secure integration of third-party applications via SAML, OAuth, OIDC, SCIM, and APIs.
  • Implement and maintain PathLock products including UAR, SSO, and Data Masking.
  • Conduct WCAG 2.1 accessibility compliance reviews and remediation.
  • Assist with contract management oversight, IT control audits, and SLA monitoring.
  • Review technical deliverables related to system architecture and disaster recovery.
  • Advise on procurement cycles, including drafting solicitations and evaluating proposals.
