Requirements

  • 10+ years of experience in SLED capture, proposal management, or business development leadership roles.
  • Deep knowledge of public sector procurement models, cooperative contracts, and funding mechanisms.
  • Proven leadership experience managing teams and influencing cross-functional stakeholders.
  • Strong project management, organizational, and prioritization skills in fast-paced environments.
  • Excellent written, verbal, and executive-level communication abilities.
  • Ability to analyze opportunities, assess risks, and drive disciplined pursuit decisions.
  • Bachelor’s degree in Business, Marketing, or related field (advanced degree or certifications such as APMP, PMP a plus).

Responsibilities

  • Lead end-to-end capture and proposal strategy execution for SLED opportunities.
  • Develop and execute capture strategies for complex SLED opportunities across state agencies, education systems, municipalities, and healthcare organizations.
  • Lead proposal development, ensuring compliance, strong storytelling, differentiation, and high-quality deliverables.
  • Oversee pursuit planning, bid/no-bid decisions, schedules, resources, and risk mitigation across engagements.
  • Manage and mentor capture and proposal teams while coordinating external partners and consultants.
  • Drive cross-functional alignment with Sales, Engineering, Product, Pricing, Legal, and Operations.
  • Support executive engagement with public sector stakeholders and procurement authorities.
  • Own performance tracking, including win rates, pipeline conversion, and proposal effectiveness.
