Requirements

  • Bachelor's degree in Accounting, Finance, Economics, Business Administration, or related field
  • 10+ years of experience in federal government contracting, specifically focused on cost and price analysis
  • 5+ years of direct experience performing complex cost analysis for diverse contract types (Fixed Price, Cost-Reimbursement, T&M)
  • Deep understanding of FAR regulations and Cost Account Standards (CAS)
  • Proven ability to build Independent Government Cost Estimates (IGCEs) from scratch
  • Advanced proficiency in Excel is preferred
  • DAWIA or FAC-C Level II or III in Contracting (Highly Desired)
  • Certified Cost Estimator/Analyst (CCEA) from the International Cost Estimating and Analysis Association (ICEAA) (Preferred)

Responsibilities

  • Identify appropriate cost estimating approaches relative to the nature and size of the procurement.
  • Collaborate with client offices to develop IGCEs using commonly accepted methodologies.
  • Support Agency Offices and Contracting Officers in preparing cost evaluation plans and assisting with subsequent evaluation of proposals, quotations, and bids.
  • Draft cost proposal preparation instructions for solicitations, including recommending sample cost exhibits.
  • Develop price evaluation plans and review/analyze cost proposals, quotations, and bids.
  • Provide pre-award price and cost analysis support to ensure fairness and reasonableness.
  • Compile and maintain Agency historical cost data to support development of a cost database.
  • Review Contractor submissions for all pricing components.
  • Validate option pricing prior to exercise to ensure currency and reasonableness.
  • Assist Contracting Officers with cost and price analyses related to contract terminations.
  • Review, maintain, and recommend improvements to the client’s cost estimating structure to enhance efficiency, accuracy, and consistency.
