Requirements

  • Bachelor’s degree in Business, Finance, Accounting, or a related field.
  • 8+ years of experience in federal government pricing.
  • Deep understanding of FAR, DFARS, Cost Accounting Standards (CAS), and Truth in Negotiations Act (TINA) requirements.
  • Proven experience working with multiple contract types: IDIQ, FFP, Cost-Plus, T&M, and GSA Schedule.
  • Strong background in pricing strategy development, price-to-win analysis, and cost modeling.
  • Experience developing BOEs in collaboration with technical teams.
  • Advanced Excel skills (complex formulas, dynamic models, large dataset analysis).
  • Experience supporting audits, DCMA/DCAA reviews, and federal fact-finding sessions.
  • Demonstrated ability to manage subcontractor pricing workflows.
  • Experience responding to prime contractor data calls and coordinating internal approvals.
  • Excellent written and verbal communication skills.

Responsibilities

  • Lead the development of end-to-end cost volumes, pricing models, and price-to-win strategies for competitive federal proposals across multiple contract types.
  • Design and maintain labor category structures, staffing models, wrap rates, and pricing frameworks.
  • Translate technical and management approaches into clear, defensible basis of estimates (BOEs) and pricing narratives.
  • Review solicitations to identify pricing requirements and compliance obligations.
  • Lead pricing kickoff sessions, internal reviews, and governance gates.
  • Coordinate cross-functionally with capture, contracts, finance, HR, and technical teams.
  • Manage the subcontractor and teaming partner pricing intake process and evaluate partner submissions.
  • Respond to prime contractor pricing data calls.
  • Conduct financial analysis, cost realism assessments, and pricing risk evaluations.
  • Assist with audits, fact-finding sessions, and regulatory reviews including DCAA, DCMA, CPSR, and TINA.
