Requirements
- 5+ years bridging product/technical teams and external partners
- Direct experience working in or selling to state SNAP or Medicaid agencies
- Technical background: comfortable with API docs and translating technical documents
- Familiarity with public benefits administration (SNAP, Medicaid, EBT)
- Ability to operate across altitudes (presenting to CIOs, speccing campaigns, analyzing results)
- Strong product instincts to differentiate platform features from one-off requests
- Comfort with ambiguity in building new partnership models
- Strong communication skills (clear writing, compelling decks)
- Data skills including SQL/analytics fluency
- Bonus: Background in case management systems, benefits administration tech, or health plan operations
- Bonus: Previous experience as an engineer or technical PM
- Bonus: Experience with program evaluation
Responsibilities
- Translate state partners' needs into product strategy
- Own the delivery of work with states
- Write scoping documents and build dashboards
- Configure campaigns and run evaluations
- Act as the product voice in state conversations, presenting Propel's capabilities and fielding technical questions
- Translate learnings into structured requirements and recommendations for product and engineering
- Define and deliver state campaign engagements, including writing scope-of-work and monitoring execution
- Leverage AI-enablement to create more leverage for partnerships work
- Make hands-on tradeoff decisions regarding new product investment versus existing capabilities
- Synthesize patterns across engagements to feed the case management product roadmap
