Master's degree in finance At least 10 years' of relevant professional experience Hands-on experience with developing cost pricing calculations for food and feed laboratories Regional experience in budget preparations for analytical laboratories Strong background in finance of analytical laboratories or equivalent private sector operated facilities Experience in the development of PPPs in the food laboratory industry Experience working in LAO PDR (preferred) Experience working with ADB (preferred) Experience working in ASEAN countries (particularly Lao PDR, Vietnam, Cambodia) (advantage) Proficiency in Microsoft Office software (Word, Outlook, PowerPoint) Advanced proficiency in Excel (preferred) Strong written and verbal communication skills Effective public speaking skills Ability to communicate complex issues verbally and in writing Fluent in English (written and spoken) Thai or Lao language skills (preferred)

Identify current cost price calculation methods for laboratories. Conduct workshops on cost pricing calculation for food and feed analysis laboratories. Define objectives for cost pricing calculations. Introduce various costing types (full absorption, process, order, ABC, variable). Introduce the WHO laboratory test costing tool. Conclude the most suitable costing type for laboratories in Lao PDR. Discuss an implementation plan for cost price calculations. Follow up with laboratories on cost pricing development progress. Organize a workshop to discuss cost pricing requirements. Seek Ministry of Finance approval for cost prices and ensure transparency. Present an analysis of food control laboratories based on international best practices. Present analysis on regulatory, institutional, technical, economic, financial, and market aspects. Provide policy and technical recommendations for implementing PPP schemes. Develop a roadmap for PPP for essential public laboratories. Conduct a workshop on findings. Support the government in expressions of interest for privatization of food safety laboratories.
