Requirements:
Bachelor's degree OR at least 24 semester hours in a related field (business, finance, law, economics, etc.) Minimum of three (3) recent years (within last five years) of experience providing acquisition support Knowledge of Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and related policies Ability to review procurement documents for accuracy, adequacy, and completeness Ability to resolve inconsistencies through communication Ability to conduct research and analysis of technical and cost/price data Ability to review and write requirements and procurement packages Ability to provide business advice to customers and functional stakeholders Ability to assist in developing IGCEs Ability to analyze pricing data and prepare price reasonableness recommendations Ability to draft contract modifications and documentation Ability to assist with contract performance monitoring, change orders, and contract administration Knowledge of MS Office applications, SharePoint, Adobe Acrobat, Government contract writing systems, SAM.gov, CPARS, FPDS-NG, GSA eBuy/GSA Advantage!, and SBA.gov Ability to work remotely
Responsibilities:
Develop procurement packages Review requirements Analyze cost/price data Prepare Independent Government Cost Estimates (IGCEs) Ensure contract documents reflect project milestones Assist Contracting Officers and stakeholders with acquisition planning, program tracking, and contract modifications Conduct comprehensive research and analysis of technical and cost/price data Read and interpret Federal acquisition policy, regulations, and directives Review and write requirements, ensuring receipt of sound and sufficient procurement packages Provide business advice and assistance to functional area technical experts, requiring activities, and customers Analyze and assist in the development of IGCEs Work with technical experts and CO to ensure project milestones are reflected in contractual documents and project plan Plan, coordinate, evaluate, and execute logistical actions to support the mission Support, coordinate, and assist with planning, preparing, developing, executing, and maintaining acquisition plans, strategies, and administration functions Research and review applicable policies, guidance, and regulations Coordinate with leadership, staff, and stakeholders to conduct analyses and recommend a course of action Assist in the performance of cost-benefit analysis Analyze and evaluate pricing data to draft a price reasonableness recommendation Establish parameters and maintain controls to ensure contracts are executed in accordance with terms and conditions Assist with monitoring contract performance, change orders, and contract administration Prepare and draft contract modifications and associated documentation Support all phases of acquisition for contract modifications, change orders, supplemental agreements, and delivery order processes
