Requirements:
Bachelor’s degree in Business, Marketing, Information Technology, or a related field; equivalent experience considered. 7+ years of experience in capture management, business development, or proposal leadership within DHA or government health IT programs. Demonstrated success leading captures exceeding $20M+ in value. Established relationships and proven success engaging DHA decision-makers and contracting officers. Background in technology or management consulting, including ERP applications, cloud modernization, or system integration. Strong understanding of the federal acquisition lifecycle, IDIQ/GWAC vehicles, and procurement processes. Exceptional communication and relationship-building skills. Strategic thinker with excellent organizational, analytical, and writing skills. Proficiency with Salesforce, GovWin, SAM.gov, and Microsoft Office Suite. Familiarity with Defense Health IT modernization, EHR integration, and joint medical interoperability programs. Ability to obtain a Government clearance.
Responsibilities:
Lead capture initiatives focused on DHA and related government healthcare agencies. Develop and execute winning capture strategies. Identify, qualify, and shape opportunities across EHR modernization, interoperability, and digital health transformation. Build and sustain trusted relationships with DHA stakeholders, program executives, and industry partners. Collaborate with technical and proposal teams to define innovative solutions and compelling value propositions. Conduct market and competitive analysis. Manage capture plans, gate reviews, and resource coordination.
