Proposal Manager and Writer - Federal and GovCon

Expert level proposal skill set with 10+ years of hands-on federal proposal development and management. Experience with multiple contracting vehicles and portals (GSA MAS, SeaPort NxG, eFAST, OASIS+, STARS III, sam.gov). Exceptional writing ability. AI & LLM fluency, including experience with AI-driven proposal tools. Proven ability to guide internal teams and external partners. Expert proficiency with Microsoft Word, PowerPoint, Excel, and SharePoint. Ability to multitask across simultaneous bids. Strict adherence to CMMI and ISO certified SOPs. Must be a US Citizen. Must be able to obtain TS/SCI.

Lead full lifecycle proposal ownership from RFP analysis to submission. Develop win strategies by identifying differentiators and aligning content to evaluation criteria. Craft compelling technical and management narratives. Coordinate internal SMEs, external partners, and color team reviews. Utilize AI/LLM platforms for efficiency. Provide bid/no bid guidance based on gap, risk, and Pwin analyses. Own and evolve compliance matrices, pricing narratives, and playbooks. Support proposal development outside standard business hours when deadlines require.
