Requirements
- Strong program management and technical expertise in emergency preparedness and humanitarian response.
- Proficiency in emergency design, contingency planning, implementation, and MEAL frameworks.
- Proven experience in grants management and budget development for institutional donors.
- Strong analytical skills to synthesize operational, market, and hazard information into actionable plans.
- Ability to facilitate partner-led processes and promote sustainable ownership of preparedness systems.
- Professional fluency in English and Spanish (written and spoken).
- Advanced proficiency in Microsoft Excel, Word, and PowerPoint.
- Experience with KoboToolbox, CommCare, or similar information-management tools is desirable.
- Willingness and ability to travel up to 50% within South America.
- Ability to work effectively across diverse time zones and environments.
Responsibilities
- Lead the programmatic El Niño preparedness process across South America priority countries in coordination with partners and internal teams.
- Develop and maintain an integrated workplan linking program, MEAL, partnership, and operational readiness activities.
- Coordinate hazard, vulnerability, and scenario analysis to identify priority hotspots and preparedness triggers.
- Lead stakeholder and service mapping with government authorities, humanitarian bodies, and community actors.
- Support partners in updating contingency plans, response strategies, and modality options for disaster scenarios.
- Coordinate with supply chain advisors to validate relief kits and cash transfer options against market capacity and feasibility.
- Lead the development of activation-ready program packages, including budgets, procurement inputs, and risk assessments.
- Design and facilitate coaching, tabletop exercises, and simulations to strengthen partner team capacity.
- Contribute to resource mobilization through technical analysis and proposal development for donors.
