Requirements

  • Active DoD Secret security clearance.
  • Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related discipline.
  • ITIL Foundation certification.
  • 15+ years of progressive IT experience.
  • 8+ years of specific experience in DoD or federal software asset management.
  • Proficiency with enterprise SAM platforms (e.g., Flexera, ServiceNow SAM, Snow License Manager).
  • Deep knowledge of software licensing models (perpetual, subscription, cloud, enterprise agreements).
  • Experience managing vendor audits and software compliance reviews.
  • Advanced proficiency with software discovery, CMDB, and IT service management platforms.
  • Strong analytical proficiency in Microsoft Excel and Power BI or comparable BI tools.
  • Understanding of DoD IT lifecycle processes, FAR, DFARS, and federal contracting.

Responsibilities

  • Develop and implement enterprise Software Asset Management (SAM) frameworks, standards, and controls aligned with DoD IT policies.
  • Advise leadership on software procurement strategies, modernization opportunities, and technology investment decisions.
  • Maintain compliance with software license agreements, EULAs, and contractual commitments, managing regular audits and remediation.
  • Track software deployments, entitlements, and usage across on-premises, cloud, and hybrid environments using discovery platforms.
  • Manage vendor relationships, negotiate contracts, and evaluate the financial and risk implications of licensing agreements.
  • Produce executive dashboards and reports on compliance, costs, and operational performance for government stakeholders.
  • Ensure SAM activities align with Risk Management Framework (RMF) controls and support DCAA/DCMA reviews.
