Requirements
- Active DoD Secret security clearance.
- Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related discipline.
- ITIL Foundation certification.
- 15+ years of progressive IT experience.
- 8+ years of specific experience in DoD or federal software asset management.
- Proficiency with enterprise SAM platforms (e.g., Flexera, ServiceNow SAM, Snow License Manager).
- Deep knowledge of software licensing models (perpetual, subscription, cloud, enterprise agreements).
- Experience managing vendor audits and software compliance reviews.
- Advanced proficiency with software discovery, CMDB, and IT service management platforms.
- Strong analytical proficiency in Microsoft Excel and Power BI or comparable BI tools.
- Understanding of DoD IT lifecycle processes, FAR, DFARS, and federal contracting.
Responsibilities
- Develop and implement enterprise Software Asset Management (SAM) frameworks, standards, and controls aligned with DoD IT policies.
- Advise leadership on software procurement strategies, modernization opportunities, and technology investment decisions.
- Maintain compliance with software license agreements, EULAs, and contractual commitments, managing regular audits and remediation.
- Track software deployments, entitlements, and usage across on-premises, cloud, and hybrid environments using discovery platforms.
- Manage vendor relationships, negotiate contracts, and evaluate the financial and risk implications of licensing agreements.
- Produce executive dashboards and reports on compliance, costs, and operational performance for government stakeholders.
- Ensure SAM activities align with Risk Management Framework (RMF) controls and support DCAA/DCMA reviews.
