Requirements

  • Bachelor's degree in Engineering, Construction Management, Program Management, Business, or Public Administration.
  • Minimum 18 years of progressively responsible experience in program or project management, infrastructure delivery, or owner's advisory.
  • Minimum 10 years of leadership experience managing multidisciplinary teams or business units.
  • Demonstrated success developing and growing program management, PMO, and CIP management services.
  • Experience supporting municipal, transportation, water, energy, federal, or industrial infrastructure programs.
  • Proven business development and client relationship management experience.
  • Experience managing complex stakeholder environments including public agencies and executive leadership.
  • Strong expertise in program governance, controls, risk management, and organizational change management.
  • Master's degree preferred.
  • Professional certifications such as PE, PMP, PgMP, CCM, or DBIA preferred.

Responsibilities

  • Develop and lead Stanley's enterprise Program Management practice across all markets and geographies.
  • Create scalable business models supporting Owner's Representative, PMO, CIP Management, and Program Controls.
  • Lead capture planning, proposal development, and client engagement for major program management opportunities.
  • Provide executive oversight and advisory support to high-profile programs and strategic client initiatives.
  • Mentor project managers, portfolio managers, and market leaders in program management best practices.
  • Establish standard tools, methodologies, and governance frameworks for program delivery.
