Requirements
- Minimum 10 years of relevant experience in MEL roles.
- Advanced degree in a relevant discipline (e.g., development studies, agriculture, data science, evaluation).
- Expertise in MEL system design and implementation within complex multi-partner programs.
- Strong knowledge of Results-Based Management, Theory of Change development, and results frameworks.
- Proven experience with digital MEL platforms, data visualization, dashboarding tools, and AI-enabled analytics.
- Ability to design adaptive MEL systems for innovation-focused and entrepreneurial programs.
- Experience facilitating learning processes and reflection sessions with diverse stakeholders.
- Excellent written communication skills in English.
- Familiarity with food, land, and water systems or digital innovation ecosystems is a plus.
Responsibilities
- Define MEL objectives and refine the Theory of Change, intermediate outcomes, and assumptions in consultation with stakeholders.
- Develop a comprehensive MEL framework including results pathways, indicators, and reporting mechanisms.
- Recommend innovative digital and AI-enabled tools for data collection and reporting.
- Establish SOPs, data quality assurance mechanisms, and templates for consistent reporting.
- Support the configuration and deployment of digital MEL platforms and dashboards.
- Facilitate periodic reflection sessions and provide technical advice on capturing system change and innovation.
- Prepare performance reports, learning products, and knowledge-sharing materials.
