- At least five (5) years of experience in cradle-to-grave contracting is required.
Requirements
- Bachelor’s degree from an accredited college or university.
- At least five (5) years of experience in cradle-to-grave contracting.
- Current or previous Federal Acquisition Certification in Contracting (FAC-C), or civilian equivalent.
- Working knowledge of the Federal Acquisition Regulation (FAR), HHS Acquisition Regulation (HHSAR), and federal procurement lifecycle requirements.
- Strong technical writing and document review skills.
- Experience with contract writing and acquisition systems (ICE experience preferred).
- Experience using procurement tools such as FPDS, SAM.gov, GSA eBuy, SharePoint, and Microsoft Office.
- Ability to manage procurement actions, coordinate with stakeholders, and maintain schedule and accuracy.
- Demonstrated ability to protect non-public, procurement-sensitive, and controlled information.
- Excellent analytical, organizational, written, and verbal communication skills.
Responsibilities
- Perform cradle-to-grave acquisition support tasks for CDC OAS and supported program offices.
- Conduct and document market research, historical procurement reviews, and industry analysis.
- Prepare and edit solicitation and file documents, including RFQs, RFPs, IFBs, and combined synopsis/solicitations.
- Support Government review of offers or quotes and prepare professional, accurate, and complete award documentation.
- Prepare administrative, unilateral, and bilateral modifications with supporting documentation.
- Track assigned procurement actions, milestones, status, risks, and Procurement Administrative Lead Time (PALT).
- Ensure electronic procurement files are organized, quality-checked, and compliant with CDC OAS requirements.
- Utilize CDC’s Integrated Contract Expert (ICE) system and other procurement tools as required.
