Requirements
- 3-5 years of direct experience in water, sewer, solid waste, or stormwater rate setting and Prop 218 cost-of-service analysis.
- Proven ability to lead projects from start to finish, including resource allocation and risk management.
- Proficiency in data analysis, modeling, and deriving actionable insights from complex datasets.
- Exceptional communication and presentation capabilities for public and client meetings.
- Advanced time management skills with experience in forecasting project fulfillment timelines.
- Ability to develop customized financial solutions aligning with client goals and regulatory compliance.
- Advanced degree in business administration, finance, public administration, municipal planning, or civil engineering is preferred but not required.
Responsibilities
- Manage projects from inception to completion with focus on quality control, budget tracking, and schedule management.
- Develop sound financial plans, cost-of-service analyses, and customized rate designs for water, sewer, solid waste, and stormwater utilities.
- Gather, clean, model, and interpret data to communicate findings to internal and external stakeholders.
- Serve as a client service manager, conducting presentations and meetings with government agency clients.
- Develop business through proposal development, relationship building, and identifying cross-selling opportunities.
- Mentor analyst and consultant staff on technical knowledge, project management, and client service.
