Requirements

  • 3-5 years of direct experience in water, sewer, solid waste, or stormwater rate setting and Prop 218 cost-of-service analysis.
  • Proven ability to lead projects from start to finish, including resource allocation and risk management.
  • Proficiency in data analysis, modeling, and deriving actionable insights from complex datasets.
  • Exceptional communication and presentation capabilities for public and client meetings.
  • Advanced time management skills with experience in forecasting project fulfillment timelines.
  • Ability to develop customized financial solutions aligning with client goals and regulatory compliance.
  • Advanced degree in business administration, finance, public administration, municipal planning, or civil engineering is preferred but not required.

Responsibilities

  • Manage projects from inception to completion with focus on quality control, budget tracking, and schedule management.
  • Develop sound financial plans, cost-of-service analyses, and customized rate designs for water, sewer, solid waste, and stormwater utilities.
  • Gather, clean, model, and interpret data to communicate findings to internal and external stakeholders.
  • Serve as a client service manager, conducting presentations and meetings with government agency clients.
  • Develop business through proposal development, relationship building, and identifying cross-selling opportunities.
  • Mentor analyst and consultant staff on technical knowledge, project management, and client service.
