Requirements
- Bachelor’s degree in Engineering, Construction Management, Telecommunications, Business, or related field (or equivalent experience)
- 8+ years of experience in telecommunications, fiber deployment, or OSP project/program management
- Proven experience managing large-scale, multimillion-dollar fiber infrastructure projects
- Strong background in outside plant (OSP) construction and long-haul network deployment
- Experience managing EPC/turnkey contractors and complex vendor relationships
- Strong knowledge of engineering, permitting, and regulatory compliance processes
- Familiarity with federal and state regulatory frameworks, including environmental and right-of-way requirements
- Strong financial management skills, including budgeting, forecasting, and cost control
- Ability to interpret engineering drawings, construction plans, and network documentation
- Proficiency in Excel for financial modeling, reporting, and performance tracking
- Experience with project management and network tools such as Salesforce, Sitetracker, or GIS platforms
- Willingness to travel as required to support field operations
Responsibilities
- Lead multiple concurrent long-haul OSP deployment projects, including greenfield builds, overbuilds, and network expansion initiatives
- Develop and maintain comprehensive project plans, schedules, budgets, forecasts, and resource allocation models
- Drive execution across engineering, permitting, construction, testing, acceptance, and project closeout phases
- Serve as the primary operational and contractual interface with engineering and construction contractors
- Manage contract administration, including drafting, reviewing, negotiating, and enforcing EPC agreements
- Monitor contractor performance against scope, schedule, budget, safety, and quality standards
- Oversee project financials, including capital expenditures, forecasting, change orders, and invoice validation
- Coordinate engineering and permitting efforts, ensuring compliance with regulatory, environmental, and right-of-way requirements
