Requirements

  • Bachelor’s degree in Planning, Public Administration, Public Policy, Government, Business Administration, or related discipline.
  • Minimum 8 years of direct experience at a consulting firm, civic organization, non-profit, or government entity.
  • Experience developing local housing strategies, affordable housing development, or community development initiatives.
  • Demonstrated experience with land use, tax incentives, and redevelopment of vacant or distressed properties.
  • Demonstrated project management experience leading complex engagements.
  • Proven experience producing written policy products such as implementation plans, guidebooks, or toolkits.
  • Experience working with smaller or capacity-constrained communities.
  • Proficiency with Microsoft Office suite.
  • Willingness to travel occasionally.
  • Strong analytical, problem‑solving, and decision‑making skills.

Responsibilities

  • Lead tasks within large and small technical assistance projects supporting cities, regions, and states in designing and implementing housing policies.
  • Draft plans, guidebooks, and written products that integrate economic incentives, land‑use strategies, and development readiness tools.
  • Oversee the development of plans and toolkits, including management of authors, designers, and subject-matter experts.
  • Manage project budgets, lead teams, and oversee deliverables while ensuring clear communication with clients.
  • Facilitate stakeholder engagements involving governments, developers, and other partners to identify challenges and build consensus.
