Requirements
- Bachelor's degree in Health Policy, Public Health, Health Administration, Business Administration, or related field.
- Minimum 10 years of business analysis, requirements management, or functional leadership experience.
- At least 7 years in federal healthcare or federal financial systems.
- Minimum 3 years directly supervising a team of 5 or more staff.
- Experience managing capacity across part-time, fractional, or matrixed contributors.
- Experience coordinating two or more independent, colliding reporting or production cycles.
- Working knowledge of Medicare Part B payment systems.
- Mastery of structured requirements practice and requirements management tools like Jama, IBM DOORS, or Jira.
- Conceptual fluency with SQL and BI tools like Tableau or Power BI.
- Knowledge of CMS Expedited Life Cycle (XLC) and documentation conventions.
- Working knowledge of Section 508 standards.
Responsibilities
- Directly supervise the six-person Business Support Team.
- Manage capacity across fractional SMEs to match independent reporting cycles.
- Build and own the team's operating rhythm and sprint planning.
- Develop team staff through performance management and knowledge transfer.
- Maintain a unified policy knowledge base for Medicare Part B programs.
- Run the requirements pipeline, including intake, triage, and traceability.
- Lead UAT planning and execution across all program modules.
- Direct analytic functions and own delivery of analytic file outputs.
- Coordinate stakeholder communications and CMS reporting requirements.
- Ensure documentation meets Section 508 accessibility standards.
