Requirements
- Bachelor’s degree with coursework in business, finance, law, economics, accounting, contracts, or related disciplines.
- 8+ years of direct federal contracting or procurement experience.
- At least 1 year of experience at a GS-14 equivalent level or higher.
- Deep understanding of federal acquisition regulations, contracting principles, and procurement lifecycle management.
- Strong experience with policy development, compliance oversight, and acquisition process improvement.
- Ability to design and deliver training and communicate complex regulatory concepts clearly.
- Experience supporting audits, quality assurance reviews, and acquisition governance processes.
- Strong analytical, organizational, and communication skills with high attention to detail.
- Preferred certifications such as FAC-C (Professional), DAWIA Contracting Certification, or NCMA credentials.
Responsibilities
- Provide cradle-to-grave federal procurement and acquisition support across pre-award and post-award activities for contracts, services, supplies, equipment, and construction.
- Apply expert knowledge of FAR regulations, Executive Orders, acquisition policy, and contracting methods to ensure compliance and effectiveness.
- Support development and revision of acquisition policies, SOPs, manuals, and governance documentation including contracts and grants guidance materials.
- Assist in designing and delivering training programs for acquisition personnel across in-person, virtual, and hybrid environments.
- Support workforce development initiatives, including certification tracking, COR/PM program management, and training compliance.
- Conduct quality assurance reviews of contract actions and support audit readiness, internal reviews, and corrective action recommendations.
- Monitor invoice processing and financial compliance, ensuring timely approvals and escalation of issues when necessary.
- Support grants, cooperative agreements, and interagency agreements, including financial assistance documentation and compliance processes.
- Serve as a trusted advisor to program offices and stakeholders on procurement strategy, compliance, and acquisition best practices.
