Long Term Consultant: International Specialist: Procurement Specialist

Bachelor’s degree in engineering, rural, development, agriculture or similar. At least 15 years’ experience in performing in rural development on external assistance projects. Familiar with the requirements of international development agencies in financial intermediary designed projects. In-depth knowledge of ADB procurement procedures with no less than 10 years’ experience in procurement related activities. Experience working in LAO PDR preferred. Experience working with ADB preferred. Experience working in ASEAN countries (Lao PDR, Vietnam, Cambodia) considered an advantage. Proficiency in Microsoft Office (Word, Outlook, PowerPoint). Advanced proficiency in Excel preferred. Strong written and verbal communication skills, including public speaking. Fluent in English (written and spoken). Thai or Lao language skills preferred.

Develop an institutional framework and standard operating procedures for procurement. Update bidding documents, contracts, and contract management plans. Prepare bid evaluation reports. Produce consolidated progress reports on procurement. Conduct training workshops for procurement staff. Review and revise procurement arrangements and plans. Approve bidding/procurement documents and design review processes. Develop contract management plans and provide guidance on implementation. Provide guidance on procurement filing systems and performance monitoring. Oversight on contract completion reports. Provide technical support for workshops on ADB bidding requirements. Oversee preparation of documentation for works, consulting services, and equipment contracts. Provide guidance on MOF and ADB procurement guidelines. Oversee contract variations. Mentor national procurement specialist and PMUs on procurement aspects. Undertake field visits for technical support and guidance. Provide expert oversight and guidance to PMU for contract variations.
