Consultancy: International Value Chain Finance Specialist/Team Leader - ADB LAO Sustainable Agrifood Systems Sector Project

Master’s qualification or tertiary qualification in agriculture, banking, accounting, rural credit, or business administration. At least 10 years of experience in rural credit activities in the southeast Asia context. At least 5 years of experience working as a team leader for international development projects. Familiarity with the requirements of international development agencies for financial intermediary designed projects. Experience working in Lao PDR value chain and banking and financial institutions (preferred). Experience managing a large and multi-disciplinary team. Experience working with ADB (preferred). Experience working in ASEAN countries (particularly Lao PDR, Vietnam, and Cambodia) is an advantage. Proficiency in Microsoft Office (Word, Outlook, PowerPoint), with advanced proficiency in Excel preferred. Strong written and verbal communication skills.

Support the PMU and PIUs in preparing monthly, quarterly, and annual reporting obligations. Serve as a point of contact between the Ministry of Industry and Commerce (MOIC) and ADB for project management structures. Assist in the preparation of annual workplans and associated budgets. Assist the PMU in coordinating the activities of other consulting and non-consulting services. Assist in the development of a project performance monitoring system (PPMS). Support the PMU and PIUs in maintaining accurate accounts and financial reporting. Manage the inputs of specialist consultants and guide their activities. Screen potential participating financial institutions (PFIs). Promote the development of appropriate loan products for value chain lending. Review and update terms of reference for consultants and coordinate activities. Support technical advisory services on climate resilient agriculture and commercialization. Oversee the implementation of climate resilient nutrition services. Support technical advisory services to commercial producers. Assist in linking climate adapted infrastructure to support commercial production and market linkages.
