Consultancy: International Value Chain Finance Specialist/Team Leader - ADB LAO Sustainable Agrifood Systems Sector Project

Master’s qualification or tertiary qualification in agriculture, banking, accounting, rural credit, or business administration At least 10 years of experience in rural credit activities in the Southeast Asia context At least 5 years of experience working as a team leader for international development projects Familiarity with requirements of international development agencies in financial intermediary designed projects Experience working in LAO PDR value chain and banking and financial institutions (preferred) Experience managing a large and multi-disciplinary team Experience working with ADB (preferred) Experience working in ASEAN countries (particularly Lao PDR, Vietnam, Cambodia) is an advantage Proficiency in Microsoft Office software (Word, Outlook, PowerPoint) Advanced proficiency in Excel (preferred) Strong written and verbal communication skills Fluent in English (written and spoken) Thai or Lao language skills (preferred)

Support reporting obligations to ADB Liaise between government, ADB, and project management Assist in preparing annual workplans and budgets Coordinate consulting services Develop a project performance monitoring system Support financial reporting Manage specialist consultants Screen potential participating financial institutions Promote development of loan products for value chain lending Review and update consultant terms of reference Provide technical advisory services on climate resilient agriculture Oversee implementation of climate resilient nutrition services Support technical advisory services to commercial producers Assist in linking climate adapted infrastructure
