Requirements:
10+ years in environmental regulation, permitting, or environmental review. Track record leading NEPA processes and/or major permitting for large infrastructure or energy projects. Strong technical knowledge of NEPA (EA/EIS), environmental impact analysis, and ecological/cultural-resource frameworks. Working knowledge of key permitting frameworks across federal, state, tribal, and local jurisdictions. Direct experience engaging with permitting authorities. Proven ability to lead and mentor teams and coordinate cross-functional work. Experience developing integrated environmental strategies and permitting roadmaps. Strong understanding of environmental QA and records/document-control practices. Excellent communication skills, including drafting and reviewing environmental reports and technical documentation. Bachelor’s degree in environmental science, engineering, ecology, natural resources, or related field required. Advanced degree preferred. Experience with nuclear-related environmental reviews, FOAK technologies, or multi-jurisdictional permitting is highly desirable. Experience supporting senior leaders in high-visibility environmental or permitting engagements is a plus.
Responsibilities:
Lead environmental and permitting strategies and regulatory roadmaps. Develop integrated environmental-review and permitting plans. Direct strategic framing of environmental documentation and non-NRC permit applications. Ensure environmental analyses and permitting products are complete and defensible. Serve as primary interface with environmental and permitting authorities. Lead agency-engagement strategies and support senior leadership in meetings and negotiations. Own the environmental and permitting basis and maintain coherence across submittals. Provide strategic oversight for environmental documents and lead governance decisions. Supervise and mentor environmental staff, consultants, and contractors. Coordinate with Licensing and Engineering to integrate environmental reviews. Monitor evolving environmental regulations and brief internal teams. Ensure adherence to approved QA, records-management, and sensitive-information controls.
