Requirements
- Have hands-on requirements engineering experience, including elicitation, documentation, traceability, prioritization, and change control using Azure DevOps.
- Know Agile delivery methodologies such as Scrum or SAFe, including backlog management, sprint planning, reviews, demonstrations, and iterative validation.
- Have experience facilitating stakeholders across business operations, IT, vendors, operational teams, and executive leadership.
- Have experience with public-facing business workflows, system integrations, data migration, operational readiness, and complex technology environments.
- Have experience with test planning and UAT coordination, including scenario development, defect triage, validation, and release readiness.
- Demonstrate expertise in operational process analysis and future-state design, including process visualization and mapping.
- Have strong risk, issue, dependency, and change-management skills.
- Be able to produce executive-level reports, decision briefs, requirements documentation, test plans, operational procedures, and status updates.
- Have analytical skills to define KPIs, interpret operational metrics, and support data-driven continuous improvement.
- A project management and/or business analysis certification is desirable.
- Advanced Azure DevOps proficiency, including requirements traceability, dashboards, and release reporting, is preferred.
- Experience with public-sector procurement and RFI/RFP development, data governance and privacy, pilot deployments, phased rollouts, or research partners is advantageous.
Responsibilities
- Gather, document, validate, and refine business and technical requirements.
- Analyze current- and future-state business processes, identify gaps, and create process documentation and visualizations.
- Maintain and prioritize Azure DevOps backlogs, including user stories, features, epics, acceptance criteria, and traceability.
- Partner with product owners, subject matter experts, business teams, and technology stakeholders to align requirements throughout delivery.
- Facilitate stakeholder workshops, interviews, and cross-functional discussions.
- Support Agile delivery activities, including backlog grooming, sprint planning, reviews, demonstrations, and iterative validation.
- Develop test scenarios, support defect triage and user acceptance testing, and assist with release readiness and sign-off.
- Coordinate change management, readiness planning, training, and operational transition.
- Track risks, issues, dependencies, and operational impacts, and drive mitigation actions with stakeholders.
- Prepare project communications, executive reports, decision briefs, dashboards, and KPI updates.
