Requirements

  • Bachelor’s degree in Communications, Business Administration, Organizational Change Management, or a related field.
  • Minimum 6 years of change management experience in multi-year projects.
  • Demonstrated enterprise-level change and communication management experience in the public sector.
  • Experience supporting large digital transformation initiatives.
  • Experience working with provincial or federal property assessment divisions in transformation projects.
  • Prosci Change Management Certification or equivalent professional certification.
  • Strong experience with Microsoft 365 tools, including Word, Excel, PowerPoint, SharePoint, and Forms.
  • Familiarity with Microsoft Teams, Zoom, and Miro.
  • Full professional proficiency in both English and French.
  • Experience with Tyler Technologies CAMA solutions in government environments is preferred.

Responsibilities

  • Develop and implement a change management strategy and communication plan aligned with project objectives.
  • Lead change initiatives from planning through implementation and develop strategies to mitigate resistance.
  • Develop and deliver communications to internal and external stakeholders.
  • Prepare presentations, newsletters, digital brochures, and project updates.
  • Facilitate workshops, consultations, focus groups, and stakeholder meetings.
  • Maintain a stakeholder register and conduct impact assessments for affected groups.
  • Design and deliver training programs, workshops, and training materials in English and French.
  • Maintain project documentation and collaboration platforms such as SharePoint.
  • Monitor project progress, communicate updates, and track change management risks.
  • Evaluate adoption metrics and report on performance indicators.
