Requirements

  • Bachelor’s degree in Business, Finance, Accounting, Information Systems, Data Analytics, Public Administration, or a related field.
  • 10+ years of experience in federal financial management.
  • 10+ years of experience in operations analysis or strategic planning.
  • Expert-level understanding of the federal budget planning and execution lifecycle.
  • Experience leading functional teams or workstreams in federal financial environments.
  • Experience working with federal financial data, including analysis, reconciliation, and exception handling.
  • Strong understanding of business process improvement methodologies.
  • Analytical, problem-solving, and critical-thinking capabilities.
  • Ability to explain complex concepts and findings to technical and non-technical audiences.
  • Experience working independently and collaboratively in a client-facing consulting environment.
  • Proficiency with MS Excel, Word, and PowerPoint.
  • Public Trust clearance or ability to obtain one.

Responsibilities

  • Lead and mentor a team of three functional analysts, reviewing deliverables and ensuring quality.
  • Align team work with client business objectives, financial operations, and strategic priorities.
  • Oversee analysis and documentation of business processes, workflows, requirements, and decision-making needs.
  • Facilitate stakeholder workshops on budget formulation and execution processes, pain points, and solutions.
  • Recommend process, technology, and data solutions to improve operational efficiency and financial performance.
  • Guide use of business intelligence and analytics tools and support client adoption of solutions.
  • Coordinate business, data, and technology requirements across interdisciplinary teams.
  • Oversee SDLC documentation, including requirements, design, end-user, and training materials.
  • Oversee development of test plans and business use cases, and manage team-level test execution.
  • Communicate client enhancement requests to the corporate solutions team for future releases and product roadmaps.
