Requirements
- Bachelor’s degree.
- 8+ years of program/project management experience, including leadership of large-scale government or enterprise programs with distributed teams.
- 8+ years of experience managing CMS programs and/or projects; CMS/CCIIO, ACA operations, and/or NSA experience is preferred.
- Managerial experience in a mission-critical technical environment with a significant number of direct staff.
- Experience organizing and managing teams and functions involving complex, interrelated activities and evolving policy.
- Experience managing client relationships at senior organizational levels.
- Demonstrated Agile experience across the full development lifecycle.
- Proficiency with Atlassian JIRA and Confluence.
- Experience with cloud/platform operations, such as AWS or Salesforce, and data governance supporting ACA operations.
- Experience creating schedules, tracking deliverables and metrics, and producing dashboards and insights.
- Proficiency with Microsoft Office, including Project or a comparable tool.
- Strong problem-resolution, manpower-utilization, employee-relations, analytical, presentation, and executive briefing skills.
- Willingness and ability to obtain a Public Trust clearance.
- Preferred: Salesforce services and development experience, AI/ML adoption, PMP or Scrum/Agile/SAFe certifications, cloud certifications, or experience leading team modernization and migration initiatives.
Responsibilities
- Serve as the Government’s single focal point for design, implementation, and coordination, and act as the primary technical liaison across CMS/CCIIO and contractor leadership.
- Direct and manage GDIT’s contract performance, including SLAs, KPIs, and CPAR outcomes.
- Lead, supervise, and guide personnel, including subcontractors and teaming partners.
- Lead concurrent projects and releases, managing scope, schedules, resources, risks, and delivery quality across distributed teams.
- Coordinate technical and operational teams and communication across scrum teams, operations teams, and the customer.
- Establish operational workflows, governance mechanisms, and continuous improvement initiatives based on Agile best practices.
- Develop strategy documents, vision papers, technology analyses, and executive briefings, translating policy direction into delivery plans.
- Facilitate data strategy and governance, ensuring data security, reliability, availability, and integrity.
- Oversee technical program management across cloud and enterprise platforms, including AWS and Salesforce, and improve incident, problem, and change management.
- Design KPI dashboards and reporting, prepare LOE estimates and impact analyses, and champion automation and modernization, including AI/ML-enabled optimization.
